how can i find out if my EE pay monthly handset contract or SIM-only plan was before 7 July 2021

Go to the EE App > Manage > Mobile & SIMs and it should say "Contract term" with a Start and End date under "Your Mobile plan".

What you're looking for here is your Start date.
