Why has 60 gbs of data been stolen off me?

I moved to new place and I do not have internet there, so bought a mobile dongle. It game with 60 gbs of data I used 30 gbs, and I decided to pay 240gbs in advance. (This costs a lot of money 40 pounds) Anyway not only do I lose the data that comes with the dongle, it has taken 30 gbs off the data off my plan.)
