Speed cap 25mbs

New to EE and found out my speeds are capped , I have a SMARTY pay as your go SIM unlimited data  no capped speeds ,  and Giff Gaff no caps either ? 
I use a Pay as you go SIM in a dongle for  data only 

Are EE the only ones that cap speeds , and is there a plan for uncapped speeds ? Thank you for any help .
