No storage left

I have bought mobile data at 8.99 a month but it’s telling me I have no storage left. I have everything set up for using my iCloud but it’s not using it. Most of my storage is system data

Mobile data isn't stored. You just use it as & when. What storage are you talking about? The memory on your device?
