Hi sorry new to this but if I have any issue or complaint that I think the "help chat" are just fobbing me off, who do I write to with my issue.

You can make a formal complaint to EE & if you don't get satisfaction after 8 weeks you can take it to EE's ADR provider. See Complaints code of practice and here is the Complaints Form at the foot of the page.

Scroll to the bottom of the form & you'll find the postal addy at the foot under "Write to us".
