For the second month running I have received a notification saying that I have used 80%of my data yet I am only a few days into the month and have not downloaded and films or other high data usage. Is this correct and if so how can I configure my Apple iPhone 8 to reduce this?

This will depend how much data you are paying for, which you have not told us and how many apps you have running in the background, maybe give us some more information.
