Why I dont have 15 pounds credited?

Hello I bought in France a 15 pounds prepaid simcard, but I do not have the 15 pounds on my data credit? When you buy a sim card from 15 pounds do you have 15 pounds to spend already credited on you sim or do you have zero? If someone can answer my question...
