Just called and I must say EE have dropped standards in customer service massively.
I am none the wiser as to why I can't purchase this as I have been confirmed to be eligible.

It allows me to go all the way through to purchase a ps5, so the spend cap definitely isn't an issue.

It could be because the Xbox Gaming Bundle includes the Game Pass Ultimate add-on. Please can you try increasing your spend cap and let me know if it resolves the issue?

They just said they are aware of the issue and to keep checking back to see if its resolved.
