I am unable to speak to a human or access chat. I am unable to access the App or on the web . I can’t get on to any of my billing or account details . All because the message being sent with the necessary Passcodeis being sent to an old not in use phone number not my new phone number

Are you on a monthly contract? If so in the app at the bottom, click on help, then you will see live chat, which is not available for pay as you go.
