Normally mobile data will be enabled by default on your account, but this can be enabled and disabled should you wish.
If you're using the EE app, just select Manage > Mobile & SIMs > Select your number > Settings > Data and Usage.
Here it has the option for both enabling data, and enabling the purchase of initial data passes should you use all of your allowance, too.
If this is enabled, there's a chance it may have been disabled via the handset's settings instead.
You can find this by going to Settings > Mobile Service > Mobile Data
