@2Hetty , even if she ran out of data, making calls and sending text is unlimited, so should still be able to do so, unless using an app to do so, then she would need to use wifi if no data.

Your daughter was misinformed, voice calls do not require data. Different services such as mobile data or text messaging use the same mobile network signal, but that's where the dependency ends.
Data provides an internet connection, and is charged per Mb/Gb. Voice calls are charged per minute/per-second. Text messages are charged per message.
Even if your daughter had no data allowance remaining, "stay connected" data would have given her a basic connection as mentioned above - see https://ee.co.uk/help/mobile/manage-use/using-phone-features/what-is-stay-connected
There are some apps which allow in-app voice sessions between users, which some people confuse with calls - as far as the mobile network is concerned, these are absolutely not calls.
You may wish to experiment, with disabling mobile data permissions on your or your daughter's phone, and then try making a voice call.

I can understand some minor annoyance, but nothing more. There are indeed many misconceptions out there, I agree.
I would have said more, but @bristolian has pretty well covered it. If calls needed a data allowance, how-come they are charged on a time-based counting?
