The payment isn'r held by EE. your bank have put it on hold, and will release it within the next 24- 10days, so you will need to wait for this.
Bare in mind that you will be credit checked each time you apply, and you may be declined for a contract.

There won't be any deposit to return if your bank has refused to make the payment.

This is not customer service, you have to speak to EE about this. There is an address you can write to them, by clicking on contact EE.
EE will return the deposit if the payment does not go through.
