Welcome to the community,
I take it this is for mobile.
You will need to go into settings either via the app or online, and then scroll down to parental control and change the settings there, if you are unable, you would have to speak to customer service, but you should not have a problem enabling it.

Are you on contract or PAYG?
Follow Switching Content Lock OFF or ON if you are on contract.
