It seems to be down for routine maintenance which is usually done at quieter periods. So you’ll just have to wait until it’s back up.
Just be aware if your son runs out of data, he will still be able to send messages as part of the stay connected policy, he won’t be able to use that for watching videos and heavier kinds of usage so he won’t be completely cut off.
