You will need to pay for the phone.

As @Chris_B go to your account and check if you can upgrade.

You can visit the EE Shop if you want to get a new phone on Contract.  Or buy it out right.

Various websites sell mobile phones if you want a Sim free one.  EE won't give you a free mobile phone.
