good afternoon, can someone help me regarding a phone contract not accepted but with money taken

Welcome to the community,

This is not customer service, but a public forum, you will have to contact customer service and also report this to the fraud office. I would suggest speaking to customer service first and they may make other suggestion, but also needs to be reported to the fraud office.

You may also need to change passwords etc, as someone must have got your details from somewhere, otherwise this should not be possible.

To contact EE customer service dial 150 from your mobile phone or ring customer service for free using web based app or another phone: +44 800 079 8586 or +44 800 956 6000.

Did you apply for an EE contract and this was declined? 

Is the payment showing as pending?

@Elena2905 , Sorry, I only saw the title of your thread, did not realise and see that phone contract was not accepted and you are waiting for refund of money.

As it has not been accepted, your money will be refunded, but it could take up to ten days, this should happen automatically.
