Are you aware if you are still in contract? if yes, a termination fee would be charged.
I would recommend giving us a call and our customer care team will be able to provide you with all your options.

Contractually you agreed to your monthly payments for at least the duration of your minimum term, if you are outside your minimum term you are free to change to SIM-only, disconnect or move to PAYG
Why are your bills too much - are you spending outside your monthly allowance? If you're in financial difficulties you need to contact EE CS ASAP to discuss your circumstances.
