Do I now have to credit check even if it’s an upgrade?

Just wondering with the new way of upgrading paying for the device and air time separately, do you now have to have a proper credit check even to upgrade ?

Unexpected charge

EE theft

EE placed another telephone line on my account without my authorization and still deducted amounts from my bank account.
