Pay by mobile

Is the pay by mobile service down at the moment I'm tryingvto purchase something on xbox but it keeps saying there was an error  I have removed my spend cap but its still not working

Unknown transaction on account

I have noticed on my bank accounts transactions most months for £80-£100 and says EE Ltd0845 4215000 no idea what it is. Anyone had similar  not my mobile and have nothing else with EE
