I am trying to upgrade my phone and it’s saying that I am not the account holder so I can’t sign into anything but I am the account holder

You need to be set up as the Bill Payer under Account Settings > Manage Numbers

@dimmerdom1969 You’ve set yourself up as an account user not the bill payer . You can change that within your account
If you're the account holder, you can switch from user to bill payer in My EE. Just go to Account settings > Manage numbers
