Stolen phone

My phone was stolen about a week ago and it was not insured. I have received the SIM but I am not able to receive a replacement phone. Is it possible to start a contract for just a phone with no SIM?

You can buy a payg phone and use your sim in that device. Or just buy a sim free device on Amazon.

Not with EE you can't! You could buy a PAYG phone, which does come with a PAYG SIM, from them but forgo the mandatory top-up credit (£10 or so) on it.
