The £25 Roam Abroad Pass is charged based on your billing date. If the Pass is carried over from the 1st billing month to the next it will be charged pro-rata for that 1st month alone & £25 for the following month.

You had the Pass for about 22 days (22 July - 12 Aug inclusive) in the 1st part-month before your billing date of 13 Aug. 22/31 x £25 = £17.74.
