I need to cancel the second line wrongly added in my bills and aside from that, need to transfer ownership from the number ******** to another person.

When a transfer happens can the old account holder still see past bills ?

The old account holder will have visibility of bills upto the point where a phone moves to a new account. From then on, the new account holder is responsible.
