I paid my phone bill and EE said after 2 hours ur account will be activated but 2 hours later my account is still locked and I tried to shut down and open my phone it doesn’t work.

If you've been suspended due to non-payment it can take up to 24 hours for your services to be restored although it's usually much faster.

How long does it take for my service to reconnect?

Once payment is received it can take us up to 24 hours to reconnect your service.
