Out of contract but want to stay with EE not paying upgrade prices

Hi, I have an old SIM only deal that the contract ended last Aug 22.  I want to stay with EE and keep my number but I shocked at what is being offered by EE.  

Why I'm I being charge 'upgrade' price when my contract ended 9 months ago.  

How can I buy into a 24 month contract and keep my current number and stay with EE?
