My contract ended a while back and I’m now trying to downgrade to a cheaper plan, but can’t find the option to do so anywhere on the EE app or website.
I’m paying well over the odds for what I actually use - where can I find the option to alter/switch to a different plan?

You should have the option to upgrade and it will give you the choices of Phone and Plan or SIM Only and you can choose the deal that you would like to go for there. An "upgrade" doesn't necessarily mean going upwards.
If you go to SIM Only it is usually a 24-month contract, however you will be able to upgrade to a Phone and Plan at any time when you feel you need a new device.
