Hi,
I am planning on moving to Dubai in March. I am on a ee business contract (about £65 a month) I have been out of contract for a while 12 months+.
I want to keep my mobile + number + I am happy to keep paying the monthly fee. If I switch off roaming and only use wifi it will minimise additional charges. I want to keep the number as all my banking / apps etc are linked to it and I dont want to go through the hassle of changing it all.
can I do this? I.e keep paying, keep my number, and just move abroad?

Yes, as long as you keep paying.
Alternatively, you might consider cancelling your contract with 30 days notice & switching it to PAYG. In which case to save the SIM going into hibernation due to lack of use, just remember within every 179 days (~ 6 months) to make a chargeable action like making a chargeable call or text, topping up or buying a Pack or Add-on, not just using your mins, texts or data from any Pack or Add-on you might have.

If I have to get a new sim when moving to Dubai, I'm aware that you can have 2 numbers on one iCloud account, how would I make a chargeable action when switching over to the Dubai Sim. The iPhone that I have now with my current number has switched over to an E-Sim, but can you do this through the app?

What an exciting move, I must admit Dubai looks beautiful.
Are you going to be moving your EE pay monthly number over to a pay as you go number when you move to Dubai?
If you do move over to pay as you go you will need a physical SIM to continue to make chargeable actions with so your account does not go into hibernation.
Please also be aware of the stable links policy that can be found in both pay monthly and pay as you go t&cs.

Yes, I have already switched my monthly sim to a PAYG sim. So can I just
log onto my EE account when over in Dubai and pay a chargeable amount that
way, so it doesn’t go into hibernation ?

Has the change already happened or have you just requested it?
eSIM on EE is only supported on pay monthly accounts and not on pay as you go.
Chargeable actions that will stop hibernation are the following:
- Voice and data usage. This includes making calls, sending text messages and picture messages, retrieving a voicemail, and using data that is not within your pack or add-on.
- Topping up your account.
- Buying a pack or an add-on.
