Could someone tell me where to submit an official form, my two phone contracts have expired and I can't get new ones?

Pay-monthly mobile contracts don't "expire", they will always continue on a rolling basis until or unless you explicitly give disconnection notice or port-out using a PAC.

You can make a formal complaint to EE & if you don't get satisfaction after 8 weeks or come to a deadlock you can take it to EE's ADR provider. See Complaints code of practice and here is the Complaints Form .

@Luczkowski  You can’t get a new contract with EE.  EEs not obligated to sell you any contract.  I’m more curious on how you’re going to word.   EE want sell me a contract, 

 

@XRaySpeX   Did you read what was put.   Deadlock for what ?  Not being sold a new contract !  How would this work please explain.

Anyway it's not our adjudication that matters but that of EE Complaints Dept. & the ADR. The OP simply how to file a complaint & I simply told him how with a brief precis of the process.
