I received a text today saying "we failed to take payment for your latest bill and added a link to pay. Both my broadband and mobile are paid.

Welcome to the community.
That does sound like a spam message, as we'd not ask for payment details by text.
You can report a scam text by forwarding the message to 7726, and then I'd recommend deleting the message.
