How to go about getting a spend cap

Hi l am unable to pay my hotel bill due to not having sufficient allowance on my phone. I was unable to replay to my bank who needed an answer immediately for the hotel to take out money from my account. I am not computer savy so it has taken me a while to even get to this point. How do l sort this out please.
