I’ve finished paying off my 24 months contract but I’m going to keep my phone rather than upgrade. Will my bill decrease as I’ve now paid for the phone in full or do i need to call EE??

No, EE's contracts have no concept of paying off the handset. You agreed to pay the same price for the full duration of the contract. There will however be a 10% discount 3 months after the end of min. term. You may always choose to upgrade your contract to a cheaper SIM-Only contract from the last 45 days of your contract term.

As far as I know you will continue to pay the same monthly amount unless you upgrade the phone or keep the phone and take a new (cheaper) SIM only deal.
This can catch people out.
Nowadays it’s not uncommon to see a phone/tariff split e.g. a £40 handset contract over 24m plus £10 a month airtime
