Final bill - paper?

Over the last few months, I was constantly unable to access my bills via the EE website or app and so the last bill I saw was a paper one, I'd requested, in late September.

I left EE about a month ago (mid Oct) and thought I'd get a final paper bill as standard. 

Is this normally the case?

I've just been advised if my acount is closed I can't access my bills (I could never access them in any case - one of the reasons I left) so I have had to request a paper copy which I thought would have been automatic if you are unable to see it online.
