EE charges even though contract is with Plusnet?

A friend has her mobile phone contract with Plusnet which uses the EE network. She's never spoken to EE or bought anything from them but today she received this text:
Hi from EE,
Your EE mobile account remains overdue, and you need to pay £10.00.
To make payment you can dial 360 from your EE mobile, reply PAY to this message, use your EE app or visit ee.co.uk/go/pay-mobile-bill.
Your services are due to be partially suspended, unless you make payment or agree a support package with us. Partially suspended means you won't be able to make calls, send texts or use your data. However, you'll still be able to receive calls and texts and be able to call the Emergency Services (999 and 112).
We report late or missed payments on our customers' credit file, which could affect your ability to obtain credit or services with other providers.
If you're experiencing financial difficulties and are unable to pay your bill, reply UNABLE
Alternatively, you can find out more by visiting our financial support page ee.co.uk/support-paying, or to discuss these with one of our Guides, please call 150 from your EE mobile or 0800 079 8586 from any other phone.

Does this look like a scam? How can she owe EE anything when she has never had any contract with them?

This does look like a genuine message, I would suggest your friend gets in touch with us to get the payments looked into.
The Plusnet Mobile Closed page has information that may help your friend understand why she is now receiving the message from EE.

PN Mobile closed down in about July. Your pal must have been moved or did move herself to EE at some time before then. So she would be well advised to heed EE's msg.
