Do EE no longer offer free handsets with an upgrade?

I was always happy to accept a phone that was a few years old in order to get a free handset with a new plan, but online there seems to be no offer of any free handsets. Or are there such offers over the phone?

Modern day smartphones are not cheap! The days of a free NK402 or 3310 are long gone.
