If I have two phones on my account, both on contract. Can they we change how they are paid, I pay for one phone and the other person pays directly for theirs?

You could do one of 2 things.
1: Perform a legal change of ownership whereby one phone is transferred to a new owner, they have their own billing account and are individually responsible for the phone - including payments. But you'd lose the combined account and ability to share data between each phone.
2: Retain the joint billing account you have now, and the additional user can make manual payments towards the account as & when they choose. Any such payments made before each month's bill date will be accounted for on that bill.

No, all phones on the same a/c have a single bill covering all of them & therefore 1 payer.

Further to @bristolian 's point 2: the other user can make a partial payment using Fast Payment online supplying the mobile no. anytime before the billing date.
