Channging direct debit

Hi, I bought a sim from ee on the 24th September and i received a message that the contract has started but I didn't received the sim. I went to your  office on the 2nd October and they replaced the sim. Now I called you on Tuesday to adjust my direct debit to reflect from when I got the sim and started using your services and the guide said to me that that's not possible and that irrespective of when I received the SIM or started using your service, my contract started counting when I ordered it. I asked to raise a complaint and he did and after I got off the call, he closed the complaint.

Does this mean that my complaint is not valid?

I've done my research and Under the Consumer Rights Act 2015 and Ofcom regulations, a telecoms contract only becomes binding in full when:

1. The provider has supplied you with what you paid for (in this case, the SIM/service)

2. They have enabled you to use the service.

Are you right to bill me whether I got the sim or not?

I just want to know how this works with you guys because before I decided to switch to EE, it was recommended and so far your customer service have been nothing but rude except for the person that helped me replace the sim. Even the person I met today at your office was very rude.

All I am asking is for my DD to be adjusted to start from when I started using your service. 

And pleasr, why was my complaint closed without proper resolution?

Your contract should have started when you received the SIM. When was that? You say you replaced it on 2nd. Oct. That is to say you had the original SIM before then.
