Change extra sim to new phone plan

So I got a new SIM recently for a second phone i have, adding it on as an extra sim on my account since it worked out easier. However, my backup phone is now on the fritz and I'm looking to change to a new handset for it and I was wondering if anyone knows if there's any way to change the extra SIM from a SIM-only to include a handset without needing to buy the handset outright?

SIM-only plans can be "upgraded" a phone-plan either..

1: Anytime if said number moved to SIM-only from a phone plan.

2: After 6 months if the number was a new number.
