I am being charged for a phone my son no longer has, it was sent back. He upgrade and seems to be paying for his old contract as well as his new.

He can't have upgraded. Sounds like he ordered a new line instead.

When was the phone returned? It is possible, as @XRaySpeX said, that your son added an additional contract by mistake. I would definitely suggest speaking to our Mobile Care team so they can check for you.
