I have recently paid for an early upgrade on my iPad but realised that I should have gone for a higher spec device. Would I be able to change this under the cooling off period rules?

If you purchased the tablet via online or telesales, you have a statutory 14days "change of mind" right of return for whatever reason. This does not apply to in-store face-to-face purchases.

Not directly. If you ordered online or by phone you may cancel the order FoC before or during the statutory 14-day cooling-off period from delivery & then reorder what you really want.

Depends on how EE want to deal with the question as both @XRaySpeX and @bristolian are correct. If you have ordered before despatch then you might be able to amend, if not you're need to return and reorder.
