in theory, it's 1.8 Gbps service, advertised as 1.6 Gbps with guaranteed 1.3 Gbps minimum downlaod speed...
But, if you are lucky enough, on your PON will be not too much users, who consistently compete about bandwith, and might occasionally see upper numbers, like 1.8 Gbps for period of time.
2.1 Gbps seems to be slightly biased (I seen 2.7 Gbps on mine Fast dot com test, but it's impossible, whilst my backhaul it's ony 2.5 Gbps LAN - obviously erroneously provided speed test), but f you see that constantly and on several different speed test apps/websites, than lucky You and congrats!
