@Jacek21 No it’s not and who ever did this didn’t do a very good job. If you was to put a spade through it you’ll have to pay to have it repaired. It should be a minimum 350mm underground. It wouldn’t hurt to have it shielded also but I don’t think that a requirement.
Is this a new installation?

@Jacek21 you can make a complaint direct to Openreach, which should be much quicker than a complaint to EE, that said were it me, I would be contacting both.

@Jacek21 Where you at home when this part of the installation was performed, and if the engineer did not tell you what was going on then you may have had a blocked duct from the manhole to the property. That was the time to get it stopped, they may have to dig up your driveway to get it cleared. But poor installation unless you agreed to have it done. HTH

@Jacek21 Just follow the steps in the link in my earlier post - in case you missed the detail:
I want to complain about an Openreach engineer’s workmanship
-
Click on the chat icon on the bottom right corner of the screen
-
Choose “Others” from the menu
-
Choose “Contact us” from the menu
-
You will then be asked to fill in a two field form
-
Select “Complaint” from the “Type of Query” field in the drop down list
-
Then select “Quality of Workmanship” from the “Reason for Contact” field in the drop down list
-
Then select “Work inside property” or “Work outside property” as appropriate
-
For both work inside and outside property you will be asked to acknowledge a message stating if you are experiencing broadband issues you need to contact the broadband provider
-
Once you click “Agree, I understand”, you will then be asked to enter in your contact details (name, telephone, email)
-
Then you will be passed to a live agent to whom you can make the complaint
