Is there anyway I can get personally get in touch with someone who can inform Openreach there is no need for outdoor works as my building has a cpt already installed on the outside of my property building and the lines to other people's flats go under my window not able to wait up to a minimum of 30

Yes, you need to call EE CS to discuss any aspects of your BB installation.

An OR eng. would still need to visit you to fit the ONT.
