Since upgrading to High Fibre, my landline is constantly engaged and I can't ring out.

@Sjolly this is not customer service, and no one has access to your account, so for anyone to help you we really do need more basic information.
High Fibre is not a term I am familiar with, do you mean full fibre?
And have you moved to digital voice, in which case is your phone plugged into the ruter?
