Hi I heard this morning that if u are disabled and u get PIP u can get a discount on ur broadband dose anyone know if this is true thank you

I think you are referring to a social tarrif some ISP's are providing.

EE don't offer any social tariffs on their BB altho' Ofcom is encouraging ISPs to do so, but BT does. See Ofcom - Cheaper broadband and phone packages

You don't go to OFCOM to get your BB; you go to 1 of the ISPs it lists as having Social Tariffs.
If you do so & leave EE while within your min. contract term, yes, you will have to pay EE an early termination fee. You committed to stay with EE for the whole contract term, usually 2 years.

EE and Plusnet customers will need to contact the relevant call centre to get moved over.
