Hi guys. I’m out of contract on EE broadband- about to move home. Not sure who we will opt for in future. But being “upgraded” to fibre broadband with digital land line. Does this tie me in to a new deal/ contract or can we move and potentially terminate without penalty?

As @Matt_124 mentioned, signing up to a new deal/upgrade will tie you into a new contract.
However If you do upgrade to a new fibre/digital, subject to the services being available at your new address, you may be able to complete a like-for-like home move continuing the contract at your new location.

An EE Home Move whilst free in itself starts you into a new 2 year contract.

Just checking. Im out of contract. With EE upgrading us to a new fibre/digital deal. . Will this put us back in to contract or not?
I dont want to be in contract due to moving.

If you are changing package/price then yes this would involve a new minimum term.
