I'm not on EE broadband til Friday and they've sent me a bill for £19 + 16= 35 which is way more than I agreed to.

@Deemu The Forum is public, has no idea about anything you did or what EE did with your billing or agreements.

If the bill does not explain it for you, then call EE CS and get to someone in accounts, they will be able to explain it all to you!

Do you perhaps have EE mobiles too? If broadband ism not starting until Friday they will not have sent you a broadband bill at all

@garybs29 Anything is possible but as the OP posted was not expecting the amount to be the £35 so something was expected by him for something, could be additional carriage off a hub £10-15, the pleasure of talking to an EE CS Agent and applying the fee for doing so etc etc
