Trying to upgrade but website says no plans available

I’ve recently had a couple of text saying I can get an early upgrade for free but when trying online to upgrade to an iPhone 13 pro max it says there on no plans available for this device. Is the message an error or should I be able to do it? I’ve tried calling 150 but was on hold for ages so was hoping to find an answer here first.

It’s an early upgrade after I got this message. When I log into my account it says the early upgrade fee is reduced to free but I can’t actually select the phone
