So can I just put my EE Samsung sim into an unlocked iphone8?
It is a sim-only plan.

There's no such thing as a Samsung SIM, there are only EE SIMs! 🙂
The Samsung Galaxy S4 takes a micro-SIM, and according to Apple support the iPhone 8 takes a nano-size.
You may be able to "pop out" or "cut around" the SIM to cut it down to the correct size, or order a replacement multi-SIM here
