I'm having the same problem, I'm due an anytime upgrade for free (still 12 months left of contract but I can upgrade after 12m and swap handsets. 

 

I'm trying to go from 11pro max to a zflip and I get the same message

Is the plan you have selected the same or higher in price than the one you have now?
