Paying for PAYG sim with pack

Having bought a £15 payg sim with pack is it right we'll have to top up £15 every month even it's not required?

No, you don't have to. If the PAYG credit is less than £15 when the pack expires it won't renew until you next bring the credit up to £15 or more & so on. You need only top-up when you need to have a pack for the next 30 days. In the meantime you can use the SIM for calls & texts but not data as normal PAYG at standard per-unit rates paid for out of your standing PAYG credit balance.
